Speaking during a weekend meeting, Muturi revealed that while serving in government, he was pressured to sign a suspicious deal worth Ksh129 billion ($1 billion) with Russian investors.
The money was reportedly meant to fund the planting of three billion trees as part of the wider 15-billion-tree target.
Muturi said the incident happened in December 2023, shortly after he landed in Dubai for the COP28 Climate Summit.
According to him, the president personally called and instructed him to meet Russian financiers waiting at the airport.
“I had just landed when I received the call. I was told my staff had already prepared documents and I only needed to sign them. But I made it clear that I could not sign anything at the airport without reviewing it in my office,” Muturi explained.The former Attorney General maintained that his refusal was based on the law. He argued that such a deal could only be processed through the National Treasury under the Public Finance Management Act, and not directly by any ministry.
“They wanted me to endorse an MOU that would allow the funds to bypass Treasury. That was against the law. If indeed it was a grant, it had to go through the right channel,” he added.
