Josephat Ouma Omoto, Director of Zion Ahadi Hospital in Kakamega County, appeared before Milimani Law Courts in Nairobi over allegations of defrauding the Social Health Authority (SHA) of Sh2.5 million.
According to the Directorate of Criminal Investigations (DCI), Omoto is accused of orchestrating a scheme to unlawfully acquire public funds by submitting falsified medical claims and manipulating health-related documents.
He faces multiple charges, including obtaining money by false pretences under Section 313 of the Penal Code, falsification of health documents under Section 48(5) of the SHA Act, and acquiring and using proceeds of crime in violation of Sections 4(a) and (b) read with Section 16(1) of the Proceeds of Crime and Anti-Money Laundering Act (POCAMLA).
During the hearing, Omoto denied all the charges. The court remanded him at Industrial Area Prison pending further proceedings.
A mention of the case is set for Monday, January 12, 2026, when the court will consider his bail application.
The DCI emphasized its commitment to investigating fraud targeting SHA and other public institutions, pledging to pursue all individuals involved in misappropriating public funds.
This case highlights ongoing concerns over the misuse of public resources in the health sector and underscores the authorities’ focus on ensuring accountability and transparency in the management of public health finances.
