She specifically called on ODM chairperson Gladys Wanga to convene the National Executive Committee (NEC), describing it as the next critical step in resolving ongoing leadership wrangles.
Ruth has openly differed with a faction led by Embakasi East MP Babu Owino, which has been pushing for the immediate convening of the NDC.
While acknowledging the importance of party members, she maintained that ODM’s strength lies in respecting its decision-making hierarchy.
“One of the core values of ODM is the supremacy of party members. This is why it is truly a party of the people, for the people,” Ruth said.
However, she dismissed suggestions that the NDC should be convened without other party organs first playing their roles.
“There have been calls for the National Delegates Conference, as though all party organs have engaged, but we must appreciate the noble roles of each and why they all matter,” she added.
Ruth outlined ODM’s internal chain of decision-making, emphasising the central role of the Central Management Committee (CMC).
According to her, the CMC acts as the engine room of the party’s policy work and is mandated to formulate proposals for consideration by the NEC.
“The CMC serves as the engine room of our party’s policy work. It is supposed to formulate policy for consideration by the National Executive Committee,” she explained.
She noted that key issues discussed during a recent CMC meeting in Vipingo, Kilifi county, included preparations for the 2027 general elections and possible cooperation with the United Democratic Alliance (UDA) party.
Ruth stressed that any major resolutions must follow the proper flow, from the CMC to the NEC, then to the National Governing Council (NGC), and finally to the NDC—to safeguard unity and order within ODM.
