President William Ruto has explained why he appointed Mutahi Kagwe as Cabinet Secretary for Agriculture. He said the decision was guided by experience and national interest, not political loyalty.
Ruto spoke during a church service at ACK St Paul’s Church in Kariki, Othaya Constituency, Nyeri County. The service was attended by Deputy President Kithure Kindiki, Nyeri Governor Mutahi Kahiga, and other leaders.
The President said he borrowed from the leadership style of former President Mwai Kibaki. He reminded the congregation that Kibaki appointed him Agriculture minister despite their political differences.
Ruto recalled serving as Agriculture Minister between 2008 and 2010 after the disputed 2007 elections. He said Kibaki focused on stability and competence rather than party affiliation.
According to Ruto, that period taught him the value of inclusive leadership. He said Kenya needed unity and capable leadership to recover from crisis.
The President said the same principle guided his choice of Kagwe. He explained that the agriculture sector required an experienced hand to deliver reforms and boost productivity.
Ruto noted that Kagwe has previously served in senior government positions. He cited Kagwe’s roles as ICT minister under Kibaki and Health Cabinet Secretary during the COVID-19 pandemic.
He acknowledged that Kagwe did not support his 2022 presidential bid. However, Ruto said leadership demands looking beyond politics when national interests are at stake.
The President said he nominated Kagwe in late 2024 after careful consideration. Parliament later approved the nomination, and Kagwe assumed office in early 2025.
Ruto told worshippers that competence must always come before political alignment. He said Kenya cannot afford to sideline experienced leaders because of past political positions.
He added that agriculture remains a key pillar of the economy. Ruto said strong leadership in the sector is critical to food security and economic growth.
The President reaffirmed his commitment to inclusive governance. He said his administration will continue to draw talent from across the political divide.
