Gov’t Partners With Youth Leader Kasmuel McOure to Empower Young Entrepreneurs

The government has announced a new collaboration with youth activist and ODM Youth League member Kasmuel McOure aimed at increasing youth participation in economic empowerment programs. 

The partnership will be led by the State Department for Micro, Small and Medium Enterprises (MSMEs) Development.

The announcement was made on Thursday, December 18 by MSMEs Principal Secretary (PS) Susan Mang’eni. 

She said the department intends to expand its engagement with young entrepreneurs and strengthen communication between government agencies and youth-led initiatives.

Mang’eni explained that partnering with McOure will help the State Department share accurate information with young people and improve awareness of available support programs. 

According to her, youth should have easier access to tools, guidance, and opportunities that can help them start, scale, and sustain businesses.

“To increase the reach and impact of our department, we look forward to collaborating with Kasmuel McOure to ensure that more young people can access timely information, opportunities and tools that support their economic empowerment,” the PS stated in the announcement.

The collaboration will focus on programs under the Ministry of Cooperatives and MSMEs Development, including financial support through the Hustle Fund, the NYOTA project targeting young entrepreneurs, and shared manufacturing spaces provided under the Kenya Industrial Estates (KIE). 

MSMEs officials said these government initiatives are designed to help youth-owned enterprises grow through access to affordable credit, infrastructure, and enterprise development support.

Mang’eni added that the primary objective of the partnership is to encourage uptake of government programs among the youth, especially those leading small and medium enterprises. 

She noted that despite the existence of several MSME programs, application numbers remain low because many young people are unaware of available opportunities.

The PS said the department will continue to explore partnerships with other youth-led organizations and institutions to widen its outreach efforts nationwide.

The announcement comes a week after McOure launched a youth-focused movement known as the Broad-Based Youth Front. 

The movement aims to push for direct engagement with government agencies and advocate for youth economic interests without relying on political middlemen.

In an earlier statement on Tuesday, December 9, McOure said the Broad-Based Youth Front will lobby the government directly and hold leaders accountable for youth development programs. He stated that youth participation in policy processes must be strengthened to ensure meaningful change.

“We will lobby the government for youth affairs directly through the Broad-Based Youth Front,” McOure said in the Tuesday briefing. 

He insisted that youth should stop relying on politicians who do not prioritize their agenda.

McOure indicated that the movement will engage government leaders, particularly those serving under President William Ruto’s administration, since they control public resources and policy implementation. 

He added that initial engagements will target youth leagues within major political formations, beginning with the UDA party, to present the youth blueprint for economic development.

McOure also criticized the Ministry of Youth Affairs, Creative Economy and Sports, claiming that it has failed to deliver tangible progress for the youth. He said the ministry has been slow to implement key programs and has not demonstrated accountability.

“We will raise pressure against inefficiency within the Ministry of Youth Affairs,” he said, adding that the youth deserve better services and planning from officials mandated to support them.

Following the government’s announcement, public discussions have emerged on whether the partnership will lead to meaningful results. 

Some youth groups welcomed the move and expressed optimism that it will improve access to government resources. Others questioned whether the collaboration would be sustained beyond initial publicity.

The State Department has yet to release a timetable or implementation plan for the partnership. 

However, PS Mang’eni said details will be communicated in due course and emphasized the government’s commitment to empowering young entrepreneurs.

McOure stated that the Broad-Based Youth Front will monitor implementation closely to ensure the partnership produces measurable benefits for youth-owned enterprises.
